ADiSURC scholarship 2026/27: eligibility, amounts, deadlines

The ADiSURC base scholarship for 2026/2027 is worth up to €7.171,11 a year and can reach €10.039,55 with the maximum increases. P1. Can I apply for the ADiSURC scholarship?

Yes, you can apply for ADiSURC if two things are true at the same time:

1. you are enrolled, or will be enrolled by 31 March 2027, at one of 15 institutions in Campania; and
2. your household's income is low enough, that for 2026/27 means an ISEEISEEYour household's official income and assets measure, filed when the household you're counted in is resident in Italy. ADiSURC does not care how old you are or which passport you hold, your gender, your religion or your social background. What decides your application is your enrolment and your household's income.

Which institutions are covered

ADiSURC covers 15 institutions in Campania, and only these. If your university is not on this list, you cannot apply, even if it is in Campania.

AFAM is the Italian system for higher education in art, music and dance. SSML are the language mediation schools, which award degrees in translation and interpreting.

Which courses are covered

ADiSURC sorts every course into three types, A, B and C. You will see these letters everywhere in the bando, so it is worth knowing which one is yours. Notice also that online courses count, but only when the course is run by one of the 15 institutions above.

Who cannot apply

Three groups are excluded whatever their income:

1. the first is students who already hold a degree at the same level as the one they are studying now, or who have already received an Italian public scholarship for that same level. ADiSURC pays once per level, so a scholarship for a bachelor's does not stop you applying for a master's;
2. the second is students training as armed forces officers with the military academies: this exclusion is new starting 2026/27;
3. the third is PhD students who already receive a national doctoral grant.

P2. If I am eligible, am I always funded?

No. Being eligible and being paid are two different things. ADiSURC first checks whether you meet the requirements, and then checks whether there is money left for you once everyone who applied has been put in order. You can pass the first check and fail the second. That is why the bando uses two terms:

1. eligible recipient (idoneo beneficiario): you meet the requirements and you receive the scholarship;
2. eligible non-recipient (idoneo non beneficiario): you meet the requirements, but the funds ran out before your position in the ranking.

What you still get if you are eligible but not funded

Being an eligible non-recipient is not the same as being rejected. You keep several benefits, and for most students they are worth a large amount on their own.

The eligible-student rate is the reduced price ADiSURC charges students who meet the requirements. You pay it yourself, but it is far below the ordinary market price.

Your position can still change

ADiSURC allocates the money twice. The first allocation happens at the definitive rankingDefinitive rankingthe first allocation of funds, made after the provisional ranking is corrected, by 31 December 2026. The second happens at the conclusive rankingConclusive rankingthe second allocation. Money released by students who dropped out, lost eligibility or failed to enrol goes to the next people in line, so an eligible non-recipient can become a recipient here, by 30 April 2027.

Between those two dates, students drop out, lose eligibility or fail to enroll, and the money they were holding goes to the next people in line. An eligible non-recipient in December can become a recipient in April.

One award is guaranteed for each course type

In the first year, all students are ranked in a single list, and ADiSURC guarantees at least one scholarship for each of Type A, Type B and Type C. That guarantee is the only ringfenced award in the bando. There are no quotas for any other category.

What are my chances?

Good, on the record so far. In 2024/25, according to the Ministry's own data, ADiSURC funded all eligible students in Campania: 46.992 students were eligible and 46.992 scholarships were awarded, a coverage rate of 100%. Campania was one of 16 out of 21 regions that covered every eligible student that year.

Yet, not everyone who applies is eligible: in 2025/26 ADiSURC received 73.124 applications and found 58.231 of them eligible, which is 79,6%. So far, the risk is failing the requirements, not that ADiSURC runs out of money.

Past years are not a promise. ADiSURC allocates whatever it has each year, and the money comes from the regional student services fee, a national fund set annually by the Ministry, and European funds. P3. What do I get if I am eligible and a recipient?

ADiSURC awards a scholarship that is paid partly through services and partly in cash. For 2026/27 the base value runs from €1.461,62 to €7.171,11 for the year, depending on your household income and on your residential status, and increases can raise it further.

That is the part most students get wrong. Dormitory and meals are not extras on top of the scholarship. They are paid out of it, so the cash you receive is what is left after the services you use are charged against your award.

Whether ADiSURC pays a service directly or you pay it yourself first does not change your total: it only changes how much is cash. Your yearly scholarship award is made of 3 things:

1. payments for canteen meals for commuter and non-resident students (subject to canteen availability);
2. a room in an ADiSURC dormitory, for non-resident students (subject to availability); and
3. a cash payment, which is the award minus the dormitory room and meal charges.

Two more benefits come with eligibility rather than with the scholarship: the regional student services fee and your tuition are refunded whether or not you are funded. Therefore, they are not part of the Total Scholarship, they are always on top.

Dormitories

ADiSURC runs 14 dormitories across Campania, which the agency itself calls “residenze”. Only non-resident students can apply. There are far fewer rooms than there are students entitled to one. ADiSURC does not publish a current bed total, but on its own most recent figures and the dormitories it has opened since, roughly 25% or one in four non-resident scholarship recipients gets a place. The other three rent privately and pay for it themselves.

ADiSURC is building. Around 500 new places came into service between December 2025 and July 2026, and a further 500 are planned by the end of 2027, so the odds should improve. Anyhow, we do not advise planning around places that are not open yet.

A room is not a home for the whole year: dormitories are closed on August and September, so you will have to leave, to find and to pay for your own room for those weeks before the new year starts. Also, having a place one year does not secure it the next, and there is no continuity rule: you may be moved to a different dormitory, or go without a place.

To be considered for a place at all, you must be enrolled and have paid the regional student services fee by 20 September 2026. Miss that date and the accommodation part of your application is over for the year, even if everything else is in order.

Places are then assigned in ranking order, from October onwards, after the provisional rankingsProvisional rankingthe first list published. It allocates no money, and it is your window to ask for corrections. Teaching starts before that, so plan and budget for your own room for the first weeks whatever happens.

Your preference on building and room type is considered but gives you no entitlement, and ADiSURC balances proximity against a goal of mixed communities, so a preference is honoured only if the dormitory is not already dominated by a single language group.

Finally, notice that refusing a place that ADiSURC assigns you costs you your status. You drop to commuter, even if you go on to rent privately.

Meals

What you get depends on your status, and the charge comes out of your award whether or not you actually eat the meals. If you are entitled to canteen meals, use them.

€810 for the year works out at roughly €3,25 for each of the days the canteen is open, around a third of the €10 a similar meal costs elsewhere: thus a real bargain.

Three canteens deduct directly from your award: the Fisciano campus, the Baronissi campus, and the Parthenope dormitory. If no canteen or refreshment point is open where you study, nothing is deducted.

Refunds

Two separate refunds, from two separate bodies. ADiSURC refunds the regional student services fee directly, normally with the first tranche of December if you have already paid for it, otherwise with the second tranche. Your university refunds your tuition, on its own timetable, which is not the same timetable as ADiSURC's.

The mobility grant

If you go abroad on an exchange, ADiSURC tops up what your university pays you to a combined total of €600 a month, for a maximum of 10 months. Travel is covered at €100 for a destination in Europe and €500 outside it. You have to ask for it, it is not automatic, and you need at least 6 CFUCFUcredito formativo universitario, the Italian university credit. P4. How much is the ADiSURC base scholarship?

Your base scholarship depends on two things at the same time: how low your household income is; and which of the three statuses you fall into. For 2026/27 it runs from €1.461,62 to €7.171,11 a year.

P5. Am I resident, commuter or non-resident?

ADiSURC puts you in one of three statuses, and it decides, you do not. Two of them are decided by geography alone. If your residency is close to where your course is taught you are resident, and if it is far away you are a commuter. Nothing else is needed, and there is nothing to prove. The third one takes one more variable:

Non-resident is the only status that asks you to do something and prove it. Distance alone never makes you “non-resident”: even if you are an international you are not automatically considered with a “non-resident” status. This is the single most common mistake, and it costs thousands of euros a year, because “non-resident” is paid far more than “commuter”.

A “commuter” who rents near their university and never registers the lease stays a “commuter”. A student who registers a lease but rents in the wrong municipality stays a “commuter”. Every variable has to be satisfied.

Reading the map

Everything is measured from the “venueVenuethe municipality where your course is actually taught, not where your university has its headquarters. Every distance is measured from here”, which is the municipality where your course is actually taught, not where your university has its headquarters. Around it there are three conceptual zones, shown in Figure 1.1:

1. Zone 1: is a list of locations for each venue provided directly into the “bando”;
2. Zone 3: is everything 30 km or more from the venue. The distance is measured center to center, from the barycenter of your residency municipality to the barycenter of the venue municipality, not from your front door to the lecture hall;
3. Zone 2: is everything else, meaning any municipality that is not on the Zone 1 list and is under 30 km away.

Only Zone 3 has a “choice”

If your residency is in Zone 1 or Zone 2, your status is fixed and no contract changes it. A student in Zone 2 who rents next to the university is still a commuter.

If your residency is in Zone 3, your domicile decides. Figure 1.2 shows the two outcomes: a contract in Zone 1 makes you non-resident, a contract in Zone 2 leaves you a commuter.

When does a “domicile” make me “non-resident”

Only if it passes four tests at the same time. A contract that fails any one of them leaves you a commuter, even if you really do live next to your university:

1. Test 1 | type: it has to be a residential lease, or a place in an ADiSURC dormitory. Nothing else proves your domicile;
2. Test 2 | location: it has to place your domicile in Zone 1. Zone 2 is not close enough, however short the journey feels;
3. Test 3 | length: it has to cover at least 10 months, and those months have to fall between 1 October 2026 and 30 September 2027. You can combine the two types to reach the total, for example a few months in an ADiSURC dormitory and the rest in a private flat;
4. Test 4 | registration: the lease has to be registered with the Agenzia delle Entrate. An unregistered lease proves nothing to ADiSURC, whatever it says on paper.

Warning! Registering the lease is the landlord's legal obligation, not yours, and many landlords do not do it. If yours does not, you lose non-resident status and thousands of euros, and ADiSURC will not accept the explanation. Agree registration before you sign, ask for a copy of the registration receipt, and do not accept a promise to do it later. If a landlord refuses to register, that room costs you far more than the rent.

Attention! If your contract is shorter than 10 months, ADiSURC marks you “non-resident” subject to confirmation and pays you as a commuter until you self-certify a new or extended contract, by 31 March 2027.

How the distance is measured

ADiSURC does not use your driving route. It uses the ISTAT origin to destination matrices, which give an official distance between every pair of Italian municipalities.

Ischia, Capri and Procida are always in Zone 3, whatever the distance says.

If your course is taught online, you are resident wherever you live. If you have not yet chosen your campus, ADiSURC treats you as a commuter in the provisional rankingProvisional rankingthe first list published. It allocates no money, and it is your window to ask for corrections.

Exceptions

Two cases do not follow the map in Figure 1:

• independent student: a student whom ADiSURC recognises as financially independent of their household. Independent students are non-resident whatever their address, so the zones do not apply. P6. What increases or reduces the scholarship base amount?

Your base amount is a starting point: 3 increases can raise it, 2 reductions can cut it.

where β is the set of increases you qualify for, and γ is the reduction that applies to you. The max is the whole rule in one symbol: however many increases you qualify for, only the largest one is applied.

The increases

Only one increase ever applies. If you qualify for more than one, ADiSURC gives you the highest and ignores the others.

The reductions

Two reductions exist, and both are half your award.

The late credits reduction is the one most likely to hit you, and it is the one you control. Reach 20 CFUCFUcredito formativo universitario, the Italian university credit. One CFU is 25 hours of study, and a full year is normally 60 by 10 August and you keep the full amount. Notice that the 2 reductions cannot hit you at the same time. The late credits reduction applies only in your first year, and the additional semester comes at the end of your course, so no student can be in both situations in the same year. Whichever applies to you, γ is a single value. If none of them apply, that is the majority of the cases, then the γ = 0.

The two systems reward different things. In your first year, ADiSURC ranks by need, so the lowest incomes come first. From your second year on, it ranks by results, and a student who does not sit exams or averages low grades falls behind students who do, whatever their income. Plan for that if your studies feasibility depend on the scholarship.

One list, then hundreds

In the first year there is a single ranking. Type A, Type B and Type C students all sit in the same list, and you are compared with every other first-year applicant in Campania.

From the second year on, the lists split. You are ranked only against the students of your same university, same course and same year. That means hundreds of separate rankings instead of one. Your position in the first year tells you nothing about your position later. A student who ranked low in a list of thousands can rank first in a list of nine.

The merit index

From your second year on, your position comes from a single number called the merit index, or IM. The higher it is, the higher you rank.

It looks worse than it is. The index adds 2 scores together: one for credits, one for grades.

The credits score

This asks how far past the minimum you went. NCD, the minimum, is subtracted from both your credits and the full course load, so the score measures the gap between scraping through and being on schedule.

A student exactly on the minimum scores 0. A student fully on track with their course plan scores 1. Doing more than the minimum is what moves this number.

The grades score

Italian exams pass at 18 and top out at 30, so subtracting 18 and dividing by 12 turns your average into a score between 0 and 1.

An average of 18 scores 0, an average of 24 scores 0,5, an average of 30 scores 1. The K × 12 is the penalty for using bonus credits. If you used any, another 12 is subtracted from your average before the division, which costs you a full point of index. That is a heavy price, and it is on top of the ranking penalty described below.

The plus two

The +2 at the end is added to everyone. It shifts every index into positive numbers and changes nobody's position.

A worked example

A second-year student on a three-year course, no bonus used. She needed 25 credits, her course plan says 60, and she has 48. Her average is 27.

1. credits: (48 − 25) / (60 − 25) = 23 / 35 = 0,66;
2. grades: (27 − 0 − 18) / 12 = 9 / 12 = 0,75;
3. IM = 0,66 + 0,75 + 2 = 3,41.

If funds are limited and two students tie

ADiSURC applies three tie-breakers, in order:

2. then students who were eligible in 2025/26;
3. then the younger student.

And a standing penalty on top of the K subtraction: at the same index, a student who used bonus credits ranks below one who did not, and between two bonus users, the one who used fewer ranks higher.

P8. How many CFU do I need to keep the scholarship?

CFUCFUcredito formativo universitario, the Italian university credit. One CFU is 25 hours of study, and a full year is normally 60 stands for Crediti Formativi Universitari, the credit points attached to each exam you pass. A full year of study is normally 60 CFU: thus a bachelor is 180, a specialization master is 120 and a single-cycle can be of 300 or 360.

First year

In your first year, 20 CFU by 10 August 2027, a third of a normal academic year: miss this date and you lose the 2^nd tranche. Miss 30 November 2027 as well and you repay all of it.

Notice that credits from preparatory or refresher courses do not count towards the 20. Students with a disability are exempt from the first-year credit requirement.

If you miss 30 November 2027 you will not only lose the balance but you will be forced to repay the first tranche that you have obtained in full. Do not treat that as optional. Unpaid amounts are recovered as a debt to a public body, and ADiSURC can exclude you from future benefits. There is a second consequence that has nothing to do with ADiSURC. If you are not an EU citizen, your permit to stay is renewed on the basis of your enrolment and your exam progress, so a year with almost no credits can put the renewal itself at risk. The scholarship and the permit are separate systems, but they read the same exam record.

Later years

From your second year on, the credits are checked before you are ranked, not after. You must already hold them by 10 August 2026 to apply for 2026/27 at all.

These are totals, not credits per year. A third-year student on a three-year course needs 80 credits in hand, not 80 on top of the 25 from the previous year.

Erasmus and mobility credits count only if you earned them before 10 August 2026, even if your university records them later, as long as they arrive before the conclusive rankingConclusive rankingthe second allocation. Money released by students who dropped out, lost eligibility or failed to enrol goes to the next people in line, so an eligible non-recipient can become a recipient here.

Two adjustments can lower the number you need:

1. disability: the requirement drops by 40%;
2. credits: if your course has ≤ 60 CFU/year, the min CFU goes down in proportion.

The bonus

If you are short of the threshold, ADiSURC can lend you the credits you are missing. The bonus exists for later years of Type A and Type B courses only, and never in the first year. You do not apply for it: the agency assigns whatever number is needed to reach the threshold. How much you get depends on the first year you use it.

You get one bonus for your whole university program, not one per year. If you use 2 of your 5 credits in your second year, you have 3 left for every year after that, and there is no reset. A master's student can use whatever they did not spend during their bachelor's, and the total is the same even if you studied at several institutions. The total follows you between agencies, so if you move to another region you must declare what you have already used: ADiSURC will count what is left.

The bonus is not free. Being ranked as eligible thanks to bonus credits places you below every applicant who did not use one, and the IM merit index subtracts a full point from your grade score for using it. The index runs from about 2 to 4, so that point is heavy.

P9. How do I apply, and what is the deadline?

Applications close on 10 September 2026. Everything is done online at adisurcampania.it, and no other channel is accepted: no email, no paper, no counter. Applying takes 6 steps:

1. log in: Italian students use SPID or CIE, the national digital identity systems. Non-Italian students can register and create their own domain credentials to be used instead. The same route applies to applicants under 18;
2. online form: complete it with your personal details, your course, your payment details and your income information;
3. additional services: tick the boxes for dormitory and for the mobility grant if you want them. The scholarship is automatic once you apply, but these two are not;
4. meals: if you are a non-resident, choose one or two meals a day;
5. upload documents: any that your situation requires, or send them by PEC;
6. submit: you can edit the form as many times as you like until the deadline, because nothing is processed until applications close.

The bando prints the closing time as “12:00 am” on 10 September 2026: it is not clear whether it is midnight or noon because the document is not consistent, so we recommend applying by the 9^th at most to avoid any issue.

What you declare, and what ADiSURC checks

You declare. ADiSURC verifies. New for 2026/27, the agency queries other public bodies directly instead of asking you for certificates: universities and AFAM institutions for your career and credits, INPS for your household income and assets (when relevant).

That has a hard consequence. If what you type does not match what those bodies hold, the lookup fails and your application is excluded. A wrong tax code or a misspelled course name is enough.

Documents you still have to send

ADiSURC pulls your income from INPS and your career from your institution, so most applicants send nothing. Three situations still need paperwork:

1. poor country: if your country is on the bando's particularly poor countries list, you cannot realistically produce the documents to compute your ISEEUPISEEUPYour household's official income and assets measure, filed when the household you're counted in is not resident in Italy. Enrolling after 31 March 2027 excludes you completely. Enrolling after 20 September 2026 does not exclude you, but it does put you out of the running for accommodation and it suspends your position until you do. So, the best suggestion we can give you is to enroll and pay the regional tax before the 20 September 2026 to avoid any issue.

Rankings and corrections

There are three rankings, and you check them yourself. ADiSURC sends no individual notifications: publication in your reserved area is full legal notice, and a note appears on the homepage when a ranking goes up. After the provisional rankingProvisional rankingthe first list published. It allocates no money, and it is your window to ask for corrections you can ask for corrections. Art. 8.3 of the bando gives the window as 14 days in one sentence and 7 days in another, and does not reconcile them: so we recommend to treat 7 days as your working deadline. Corrections cover formal gaps, not substantive ones. A missing signature can be fixed, a missing requirement cannot. If you disagree with the outcome, the appeal goes to the Campania TAR, the regional administrative court, within 60 days of publication.

P10. When do dormitory, meals and the tax refund start?

It depends entirely on which year you are in.

In your first year you pay for everything yourself and get it back later: the ADiSURC dormitory fee, meals, the regional tax and your tuition. Private rent is the exception, and it never comes back.

From your second year on, ADiSURC pays its own services directly and deducts them from your award, so the cash that reaches you is already net. The meal charge applies to every commuter and non-resident student, whether or not you eat. The dormitory fee applies only if you hold a place in an ADiSURC dormitory: if you rent privately, you pay your landlord in full and nothing is deducted for it.

That single difference is the hardest part of a first year in Italy to plan for. You need several months of rent and meals in hand before any ADiSURC money appears: thus do not treat the scholarship as the only lifesaver, you must have some side funds before the funds kick in and you go at steady state, thus plan accordingly.

Getting it back later does not help you pay it now. If everything goes well, your first tranche arrives by 31 December 2026, and your costs start in October, so a first-year needs those months covered from their own resources.

The exemption date

From 30 April 2027 you stop paying the dormitory fee yourself, but only if your 20 CFUCFUcredito formativo universitario, the Italian university credit. One CFU is 25 hours of study, and a full year is normally 60 can already be verified by then. If they cannot, you keep paying until they are.

Dormitory

Your dormitory starts after your place is allocated and you accept it, on the dates in your assignment notice. There is no universal start date. Rates run from 1 October 2026, and every assignment ends by 30 September 2027 at the lates: a place lasts max 10 months. Additional-semester students get 5 months, extendable by another 5 at their own cost.

Meals

The meal service year runs from 1 November 2026 to 31 October 2027. For additional-semester students it ends on 30 April 2027. Your charge is fixed on 1 January 2027, after the definitive rankingDefinitive rankingthe first allocation of funds, made after the provisional ranking is corrected. Anything you overpaid in November and December is adjusted at the balance. There is no refund for meals you do not eat, and none for periods when the canteen is closed.

The regional tax refund

If you are eligible in the definitive or the conclusive rankingConclusive rankingthe second allocation. Money released by students who dropped out, lost eligibility or failed to enrol goes to the next people in line, so an eligible non-recipient can become a recipient here, ADiSURC refunds the regional student services fee you paid on enrolment with the first instalment in December if you have already paid, otherwise with the second. Notice that you must pay the regional tax on your own, and then it will be refunded, you cannot just ask ADiSURC to anticipate the payment for you. The bando itself sets no date, so do not count on it for essential costs.

P11. When is the ADiSURC scholarship money paid?

The cash part of the scholarships is paid for in two instalments: (1) half by 31 December 2026; and (2) the other half later, on a date that depends on which year you are in. Remember that the cash amount is computed as follows:

For a first-year student nothing is deducted because the Services are paid upfront directly by the student themselves, so both instalments arrive in whole. From your second year on, dormitory and meals come off first, and what is left is split in two.

The bando does not state an exact payment date for the first-year balance, only the trigger.

How the money arrives

By bank transfer, to the IBAN registered in your reserved area. Register it by 15 November 2026 to be paid on schedule, and if it is still missing or wrong on 31 December 2027 you lose the money. The account must be SEPA, and it must be in your name or jointly in your name. A post office savings book is not accepted. Bank charges come out of your payment.

What holds your payment up

Five things may stop the money:

1. suspended status: you were not enrolled when ADiSURC ran its checks, or your career is still being verified;
2. IBAN: missing or wrong one makes payments stop until you fix it;
3. ISEE(UP)ISEE(UP)The official measure of your household's income and assets, required for every DSU application. If you were suspended and then cleared, ADiSURC may pay the advance and the balance together in a single transfer.

P12. When do I have to give the scholarship back?

Three things trigger repayment: (1) you do not earn enough credits; (2) you leave or change your course; or (3) you declared something false or falsified your documents. They are not equally serious, and they do not cost the same.

1) Not enough credits

This applies to first-year students, who are ranked on income and have no credit requirement when they apply. The requirement arrives afterwards.

How much. You pay back the first instalment, and nothing else. You paid your own dormitory fee and your own meals monthly, so ADiSURC has nothing to reclaim on those.

When. ADiSURC runs the final check after 30 November 2027. If you fail it, a notice arrives through SEND, the PagoPA platform, and that notice sets your deadline and the method. Students with a disability under L. 104/1992 art. 3 c.1, or with 66% invalidity or more, are exempt from the credit requirement entirely.

One CFU is 25 hours of study, and a full year is normally 60 protects your first-year money, but do not buy you a second year. Each region runs it through its own agency, which is why the money, the deadlines and the rules change depending on where you study rather than where you are from. scholarship you need 25 CFU by 10 August 2027. A student who reaches 20 by then keeps both tranches for their first year but does not classify for their second. Losing the award does not ban you from applying in future years, but you cannot apply for a year whose credit threshold you have not met.

Later years. From your second year on, not having enough credits by 10 August affects only your ability to apply for the scholarship the following year. This alone does not require you to repay any amount you have received.

2) Leaving or changing your course

Three career events cost you the award, and this regime is wider than the credits one:

1. transfer: you move to another university for 2026/27;
2. course change: you change course or campus inside Campania and no longer meet the merit requirements;
3. withdrawal: you leave your course by 30 April 2027.

Here you give back everything you received for 2026/27: the cash, the value of the services ADiSURC paid for you, the mobility grant, and any tuition or regional fee refunds already made for that year. If you are past your first year, that includes the dormitory fee and the meals deducted from your award rather than charged to you.

Earlier years are not touched. A student who withdraws in their third year repays the third year only, and the scholarships they received in their first and second years stay theirs.

3) False declarations

This is the serious one, and what it costs depends on what the false information changed.

ADiSURC also refers cases to the Guardia di Finanza, the financial police. Declaring false information to a public body is a criminal offence in Italy, not only an administrative one, and enforcement is active: between January 2024 and August 2025 nationwide checks led to 334 people being reported to prosecutors over scholarship claims. Two of the largest investigations targeted exactly the documents international students file, forged consular income certificates from India and rental contracts for rooms nobody lived in.

The “rate difference” impacts how much you need to repay

Whenever you lose the award, for any of the three reasons above, you are also charged a "rate difference", because dormitory and meals are cheaper for scholarship students.

This amount cannot be calculated in advance, because neither the eligible nor the non-eligible rate is published in the bando: we wish you not to ever need to do so.

How you find out

Every repayment notice arrives through SEND, the PagoPA notification platform. That message is formal legal notice whether or not you open it, and your deadline and payment method are inside it.

P13. Why was my ADiSURC application rejected?

There are four groups of reasons: (1) your enrolment status; (2) how long you have been studying; (3) benefits you already received; and (4) mistakes in the application itself. Any one of them excludes you regardless of your income.

1) Your enrolment status

Three situations exclude you before anything else is considered:

1. fuori corsoFuori corsoif you graduate starting from the second semester beyond your course statutory duration: if you graduate starting from the second semester beyond your course statutory duration;
2. ripetente: repeating the same year;
3. carriera sospesa: a suspended career for any reason;

One more situation suspends your application rather than excluding it. If you are not yet enrolled, you are held in the provisional and definitive rankingsDefinitive rankingthe first allocation of funds, made after the provisional ranking is corrected, and you are excluded only if you have still not enrolled by 31 March 2027.

2) How long you have been studying

ADiSURC counts semesters from your first enrolment, including the one you are enrolling in for 2026/27. Go “fuori corso” and you are not eligible for scholarship anymore.

3) Benefits you already received

Three prior-benefit situations block you:

1. double counting: you already received a scholarship for the same course year, after changing program;
2. revoked benefits: in an earlier year under D.Lgs. 68/2012 art. 10 c.3;
3. incompatible award: you hold another award that is expressly declared incompatible with this one.

4) Mistakes in the application

This is the group you control, and it is where most avoidable rejections happen.

Dual enrolment

You can hold two enrolments at once, and you must declare which case you are in. Two courses in Campania are admitted, whatever year each of them is in, and the older one is automatically treated as your primary course. A second course in another region is admitted only if it is in its first year: from its second year on, that combination is not funded. Beyond all of the above, any exclusion foreseen by DPCM 2001, by D.Lgs. 68/2012 or by the regional annual plan also applies.

P14. Medicine, Dentistry and Veterinary: how does the filter semester change things?

If you are enrolled in the open semester for Medicine, Dentistry or Veterinary, you can apply, but almost every rule in this guide works differently for you until the semester ends. The filter semester is new for 2026/27, introduced by MD 418/2025. Five things change:

1. your ranking is suspended: you stay in the competition, but your position and your benefits are held until the qualifying semester finishes and you complete enrolment on the course;
2. your accommodation requirement drops to 3 months: instead of the usual 10 months, you need 3 months of paid accommodation between 1 October 2026 and 30 September 2027, and you can combine time in an ADiSURC dormitory with time in a private flat;
3. the distance test does not change: only the duration is reduced. The 30 km rule and the island rule in section 5 apply to you exactly as they do to everyone else;
4. your amount is paid at the resident or commuter rate: if you qualify as non-resident, the difference between the two is prorated on the number of months you actually held accommodation, with a minimum of three, and it is adjusted again if your venueVenuethe municipality where your course is actually taught, not where your university has its headquarters. Every distance is measured from here changes;
5. you get catering: at the second-category rate during the semester, and dormitory only at the end of it, if any places are left.

One date and one warning:

1. deadline: your application deadline is 31 March 2027, and you follow the out-of-region transfer procedure;
2. enrolment: if you enroll outside Campania for the second semester, you are excluded from ADiSURC competition entirely.

P15. Cases this guide does not cover

Four cases have their own rules, and the bando does not always resolve them cleanly:

1. career reset: if you studied somewhere before, your previous career is reset by default and your recognized credits do not count, unless you ask otherwise;
2. dual enrolment: which of your two courses counts as the primary one, whether you can swap it, and the +20% uplift that applies only when funds allow;
3. transfers into Campania: from another regional agency, which have their own procedure and deadline;
4. shortened program tracks: where the bando contradicts itself about which years qualify.
